As universities and colleges achieve greater autonomy,
the effective management of their estate
– their buildings, facilities and grounds
– takes on a greater priority. Whereas under
many state-controlled systems the estate
was viewed by institutional managers as
being essentially a free good, devolved management
requires that a positive approach be taken
so as to maximise the benefit which the
institution can derive from its property
