Human resources are  the prime assets of any university or college: they also always provide the single largest item in the budget. The careful and efficient use of people, and investment in order to maintain and improve this stock of human capital, must be a high priority for any management. 

While specialist human resources or personnel departments have an important role here, the key factor in achieving higher levels of motivation and effectiveness lies with line managers. In our work in this area, we always aim to ensure that the link is made between the use of human resource management techniques by specialists and the day-to-day work of line managers.
